Not really. Maybe for Asians in Asia, ages 50 and older. Heck, even South Korea's average male height is 5'9''. The ones in America with better nutrition, mostly more protein in their diet are taller.

Well, I'm half canadian half japanese and I'm only 168 cm, like Sanada. And I've always lived in Canada and had a good diet. I guess I wasn't lucky about my height. I've noticed that most half japanese guys are very tall, like 190 cm. Probably because japanese woman who come in North America are tall by japanese standards and they want to marry a tall man.
