No, Im pretty sure Michael Mann used camera tricks to make the lead Daniel Day Lewis look closer to Waddington's height. In certain shots you can see that Steve is much taller. His height has been hurdle for his career. He actually stands a little taller then 6'1 and several inches taller then most actors.

Roger is nowhere near this height. I saw him the night he won his Tony Award for You're A Good Man Charlie Brown, and he is about 5'8" at his tallest.
