I agree with you to an extent. I have friends that are 5'11 and they do not really get described as 'tall' maybe somtimes but not often. In fact a 5'11 friend of mine has been called short by 6'1 and 6'2 guys but I think if you did a survey quite a few women would say 5'11 is tall, heck I have heard girls described 5'10 as tall.
I think tall does start at 5'11 to 6ft but as people have been saying people do not judge on numbers they judge by statistics. Standing at 5'11 1/2 myself I am 2 inches taller than many guys I meet but its not a very big difference to be honest and I do not feel very tall but I do feel 'tallish'.
Okay maybe 6feet is the legit start of tall and 5'11 is kinda bordering on the tall range. At 182cm I myself am bordering on tall.
