Honestly judging by that main photo it appears he's 5-6 inches over Bieber. You can't see the feet so I assume that laroi is obviously wearing something to make himself look bigger.
I'd give him 5'11.5. The odds of him moving up from 5'11 to 6'1.5 in that photo are remarkably Low. You can't fraud 6cm with shoes, you can however fraud the 3-4. Also his head is tilted back giving him what appears to be an extra inch. Dirty tricks.
